[Open Assets] Creepy Quillers Char' Pack V3

For those of you wondering why it's a major update, the character "Needlem0use" was renamed to "Sarah" and this is a major change since it may affect compatibility with LUA and SRB2Kart in general.
So, this is gonna be the last major update in a while, and thus begins my hiatus from Creepy Quillers. It's been very fun working on this character pack. I did my best to make this update really special with the video trailer and artwork that were included in this update. Hope to see yall again in the future.

After some discussion on the Kart Krew discord server, I realized that Tobu didn't have any LUA to support his weight of 0. So I fixed that in this update along with a new character, Extra Life from Sonic the Comic, being voiced by GreenKnight9000!

-New Character added: Tobu

Entry description for Tobu: Once a living creature, now destined to float across the different zones in its current state. Hover across the race tracks with your kanji and hiragana! Dash through the air as you pass by and intimidate your foes with your menacing one-eye look. Despite being only a skull and nothing more, I wouldn't suggest headbutting your enemies, it's quite light and has a crack on its forehead.

-New spoiler section added for Tobu

-Creepy Quillers as a whole is now reusable, have fun with what I've created so far.

-New Content Warning gif was added due to Tobu having blood and the design of upcoming characters which may discomfort others.

-Multiple attachments were moved closer to the center to fit better with the rest of the attachments.

-File row No.1 has now been changed to a png instead of a gif.

-File row No.2 has now been changed to a gif instead of a png.

-Credit Section has been given a "Assets used/modified" section to differentiate between people who contributed and things that were reused.

-Just Your Average Jay was added to this addon as a resource team member due to his contribution to this project.
