I'm unsure if you have had this answered elsewhere, but given that you haven't gotten an answer here:After the recent update of SRB2 to 2.2.15, everything is bad for me when I launch the editor, even reinstalling didn't help.
As I understand it, there are problems with resources, but I don't understand why the editor sends them.

Those textures are left over from the .14 version of Pipe Towers Zone. They were the new textures and were removed, although it still looks for them by default. This does not affect the usability of Zone Builder (or Ultimate Zone Builder, at that).
