SRB2: Chaotic Edition

I've played with this addon probably wayyyy too much since v3 dropped, and have a couple bugs to report! I'm playing Chaotic Edition v3.1 via SRB2 v2.2.13 on Windows 11. I've replicated the following bugs with all other addons disabled.

Having equal or lesser effects enabled to the amount Memory is set to seems to glitch out the roulette, overflowing with question mark boxes.

Disabled events still seem to occur in singleplayer to the character following you, if you're playing as Sonic and Tails for example. For example, them rolling Earthquake can still cause your view to shake, even if said event has been disabled in settings. This is probably just reflective of how the mod works in multiplayer, but maybe there could be some form of override for singleplayer so that they only use effects from the same pool as Player 1.

Even when disabling Chaos, Universal Effects still occur; just without a proper HUD.

I can also vouch that since the v3.1 update, when using the OpenGL renderer Chaos City takes over twice as long to load compared to v3.0 and chugs considerably in some spots around the center. Both issues are alleviated with Software mode, though.

This one might not be Chaotic Edition's fault, but for whatever reason exclusively when playing the Mystic Realm v5.2 level pack add-on the Keep Rings on Hit functionality seems to break.

This is more of a feature request, but I think it'd be neat if even with the Chaos roulette turned off a Permanent Effect could still be applied. For example, if I only wanted to play with Super Explosion 64 enabled without rolling any other effects. That's what gave me the idea to try turning off every effect and finding the first bug.

Hm, the game seems to hang when entering Chaos City in 3.1. Didn't happen in 3.0, so wonder what could be causing it?

No other addons loaded. Doesn't matter if I access Chaos City from the title screen (Tutorial) or in-level, the game just freezes up and I have to force close it.
This is also happening to me on OpenGL. I thought it was something with it not playing nice with certain addons, but it was actually the base addon itself. Is Chaos City too resource intensive for OpenGL to handle compared to software? Are there any known fixes to this?

That's not all though, I've done some small tweaks to what's now referred to as the "Chaotic Engine", and some other small details and quality of life changes. So if you don't care for the new Chaos Cards, you've still got a better experience all around :P

The completion bonus isn't that special, but is actually cool if I believe it!
I love this mod. I feel like I had a lot of chaos money so hard that it is so blissful while buying it!

I can't seem to be able to check the cards' descriptions in the shop when they're part of a Suite. They all just say "Unavailable" when I try...

The individual cards' descriptions appear just fine, though, so I think it's an issue exclusive to the Suite menus.
