Might be a bit of thread necromancy, but I mostly like this and have a couple comments:
1. Man that double jump on Sonic is just the right height, personally I like combining it with a thok plugin to get the perfect height on a jumpthok.
2. The bounce refreshing actions is great.
3. The Tails rework is cool, and if anyone is looking for a variation on the XMomentum Fly Burst without running the entirety of XMomentum, this is pretty close. (I kinda found this after starting my own rework I like better, might polish it up enough to release it, probably won't, idunno that first release is a big mental hurdle?)
Now some nitpicks/complaints:
1. I notice this breaks Blaze's jump ability, regardless of which comes first in the load order. You mentioned in the first post that it messes with a lot of custom characters, and I notice it has a function to check if someone is playing a stock character. I couldn't get it to work in like 30 minutes of messing around, but maybe you could use that to just disable the mod for custom characters? You've already got console commands, too, so you could even make it a toggle?
2. 2.2.14 and several mods add a shield action button, and this mod breaks that. Just commenting that out fixed it for me, but that's another thing you may want to have be a toggle or something?
3. Very minor nitpick but I hate the Tails flight sound in this.
