I left the shoe powerup enabled when doing testing :) This is fixed now.
Also HOPEFULLY I squashed a bug with the menu bugging out in multiplayer special stages

- Fixed an issue with Napalm instantly killing bosses

- Added a check for if Tails has the shoes equipped and is super so he doesn't go godspeed. He's still incredibly fast, just not game breaking fast.
- Slightly reduced Tails' shoe powerup speed. (40 -> 39).
HUGE thanks to SilicDev for basically doing all the emblem fixes and thinker compressions!!!
----- Gameplay changes/fixes -----
- Fixed an issue with powerups still spawning after you collect them and died/restarted the level, essentially making it so you could get every powerup from 1 emblem location.
- Adjusted the shoe powerup to be faster, giving more incentive to go after them. (Changed the value from 36 to 40).
- Made it so the shoe powerup, with its new speed buff, works properly with XMomentum
- Fixed an issue with the robot where if you pressed spin while flying to descend while underwater, it would recall the robot instead.
- Made it so the player can open the menu while moving, since this is a thing in Tails Adventure.
- Added a button check to the radio thinker so now controllers can properly scroll through the menu (I hope).

- Fixed an issue with the robot not using its flying sprites while underwater.
- Fixed issues with certain shields (you still enter the falling state, but now things are WAY less buggy).
- Fixed the "Cooldown" text overlapping the "Current Powerup" text.
