[Open Assets] Patafoin's Pack - RTX UPDATE => 11 new characters 17.1

- Jolteon no longer dissaper when driving on forced wind/current (like in metropolis / misty maze )
- Bisharp's bike wheel are now animated
- Mafia rocket color palette change

Added :
- Isaac from "golden sun" using his 3D look like on the original game.
- Added bear Hugger from "punch out !" But this one is actual one year old and his diagonal sprite need a rework, but i drop him anyway
- All 9 Eeveelution in 4K !! (320p)
That's a a lot of new char.

- Added a SHEEP !
- The main pack now include the eeveelution lua which was separated before. The lualess eevee is avaible in individual file.
- Eevee eyebrow are less darker.
- Edited Espeon back sprite

- Added Dark Suit Absol. He lose his money when getting hit. Avaible in the unite pack or in indicidual.
- Added Umbr. Avaible in Cursed pack or individual.

Added Waluigi striker in the main pack ; he drives while standing up.
Added Pirate Cinderace in the Unite skin pack (not the main pack) ; He can lose his hat.
Fixed name typo of "espeon_pokebuki"

True new character :
- Cinderace. Time to soccer!
- Don Flamenco, from punch Out!

new "skin" :
- Added alternate skin of Sylveon and Espeon as a separated pack; They weird outfit from the unite game. Those aren't in the main pack, they are in "PatafoinUniteSkin"

Fixed reversed eevee stat : 2 weight / 5 speed now

Mr mime arrive with his tank!... I think it's a tank. No?

Eevee has new mini map / wanted : signpost icone. His eyesbrown are less darker. Some sprite edit for the Tail.

- Wow another Eevee in the forum. Ok.
- Umbreon skin is now darker. Changed his side sprite so we better understand which arm is in front or not.
