[Open Assets] Mecha Sonic 29: Rocket Metal 2.0

A bit of a small update but moreso a part 1 of such, with a few changes here

  • Fixed the ring displays appearing 7 miles away from where they're supposed to if the FPS is not capped at 35 (I don't know why this happens but I know how to fix it at least)
  • Rocket's ZThruster (Spin in air) will now amplify your Z momentum less if you're travelling up a fast enough pace, with it getting weaker the more momentum you have (But won't no matter how fast you're travelling down, use that info to maximise height)
  • Completely changed how RocketBeam works (C3 on ground)
    • Holding C3 on the ground with at least 5 rings, you can now enter Uplink Command mode. By getting within Gunslinger range of an enemy or monitor, they will be marked by you. By releasing C3, you Rocket will wither Command a small orbital beam down upon the enemy, or will fire a laser from himself, depending on how close the marked target is, and if there's a connection to the sky or not (Once you enter Uplink Command, you won't need to pay the 5 ring fee until you exit it. NOTE: You forget all marked targets when you are hit)
    • RocketBeam has also had the targeting rings fixed
    • You can, as a player, swap freely between Uplink Command and RocketBeam, by using the console command mp_29_beam followed by any argument.
    • You can, as a server (or maybe admin? Never tested that,,), force all players to either use Uplink Command or RocketBeam by using the console cvar mp_29_c3force (0 for disabled, 1 for Uplink Command, 2 for RocketBeam) incase you want to force it for any reason
    • Will likely break if you change it mid use, lol

I do plan to maybe add a bit more in a 2.1 update, like having the abils alter with sheilds equipped or changing AmpUp entierly since it's a leftover debug feature in all honesty, but for now, this is V2
Sorry it took so long to get a V2, I've been enjoying making stuff for SRB2P due to the wider amount of freeslots that game provides over SRB2 where freeslots for mobjs, states, sprites, even skins are a bit of a wall for me right now lol, but I saw a recent merge request that intrested me alot, so, I went back and made this lil update.
