I think you just spawn in a ryder bot and get near him with flare or
Splitscreen with one player bein ryder

Nerf flare

The nerf stuff:
If you use the wheel burst underwater, the wheel burst was slow
If you use flamethrower/flame shot underwater, the fire was gone

Or change the flame's color to green when under water, like with azure temple's flames
