if modern sonic was the last mod you activated then in the console type help and the commands should be at the top the only one ive memorized is hudstyle which the styles are: unleashed, generations, colors, rush, forces, 2006, srb2, and a secret one idk if i should say and i think thats it. for the voices you just put the actors name after the command i forgot what the command is called.

For voice, type in the console "voices" along with either the name of the VA or a number
1=jason griffith (unleashed voices)
2=roger craigh smith (current VA)
3=ryan drummond (sa1-2 and heroes voicelines)
4=jun'chi kanemaru (japanese sonic voice actor that voiced all the games since adventure 1)
For the hud, type "hudstyle" along with a number
0=srb2 hud with a boost meter (does not break hud mods like chaotixnexus)
1=unleashed
2=generations
3=colors
4=forces
5=06
6=rush (recommended in my opinion)
shit= a mess that doesn't even show your boost meter (ironically, its the one that causes the less lag out of all of them).
For other commands, you can go to overview and click on the "spoiler" button that is related to the console commands.

You'll need to open up the console via the ` key ingame and type the commands the other guy gave you there

It would take a lot of time seperating effects from a show, the ones from games are effects that play when you do a certain action while Cartoons are just audio put together in a line
