[Open Assets] Frank & Dummie [Kart] 1.2

Thanks to those who suggested how to help balance Frank's jump.

NERFS:

• Doubled cooldown, gui now turns yellow when cooldown is halfway done
• Slightly shorter jump
• Jumping off-road is shorter than a regular jump (at least, if you aren't boosting)
• Can no longer jump while in pain

CHANGES:

• Shrunken both map icons so they aren't ridiculously big
• dummie is still a good boy

After some consideration, I decided what the heck, and let the lua in here to be reusable. Just make sure to give credit and stuff, and have fun.

i screwed up somethin with the gui, lets just act like that didn't happen

Removed my old and dumb collection with these new and groovy OC's.
