[Open Assets] FL Studio Chan tunes in to Sonic Robo Blast 2! 3.1A/3.3

I forgot about an implicit skill I had scrapped for her Persona file. Vanilla file is the same.

While we're all waiting for the OLDC to arrive, I figured that I would pass the time by pushing out the final update for FL Chan's Persona support. Not only does this make her work properly in 1.3.5, but it also changes up a few things so that she now plays how I definitively want her to.
