Added b_fastdeaths, which will make bullying deaths take much less time to let you go back to playing the game. Can be toggled on or off at any time.

Customized bullying settings should now be properly synced in online games (WHOOPS)
The whirlwind, fire and electricity shields should no longer inherit an "unbreathable" shield's oxygen countdown when switching between them should you not lose said breathless shields before the switch.
Added 13 new console commands to allow server admins to customize several aspects of the mod
Admins can now tweak things such as when bullying deaths are triggered and how nerfed a vanilla character is. Each bullying death can be customized individually.

Fixed an issue where fang would be able to damage enemies while laughing
Added some safety measures so level fixes aren't accidentally spawned in level packs
Removed commented "super death" code from lua file
Characters should hopefully no longer have their bullied stats overwritten by mods
(Most) Custom characters should now properly display a statue when triggering a ring death without floating in midair
Fall damage should now be properly applied to custom characters using custom states
