Yeah, sorry, that post is supposed to be like this at the moment. It turns out there were some DLL issues, so I need to repair those, so at the moment, 2.3 isn't avaliable on Windows. I left a note at the top of that update post explaining what I repeated here as well. Sorry for the inconvenience.

A Pretty Major Update

IMPORTANT NOTES:

• The Whole DLL File Disaster Has Been Fixed. Again, Sorry for the Inconvenience I've Caused.
• I've Also Updated the Assets Again. Be Sure to Grab Them.
• Unless you Plan on Using This Build as your Main SRB2 Build, I Would Suggest Making a Seperate Directory for This. It May Not End Up Breaking Vanilla SRB2, but Still. Just a Warning.

You've grabbed all of the right DLLs and extracted them there, right? I've tested it myself, and it works fine.

Try making a new directory, and then extract the zip files there. If it doesn't work then, I'll make another update.

Yeah, I'm sorry you had to do that. I'm updating it right now, should be up in a bit, and it should solve these DLL issues.
