There is a mirror link for you to get the pk3 from my google drive, and direct instructions for how to extract the split zip on the overview.
 
Follow the instructions. I had to unspoiler then because too many people were not following them and then complained about corruption when they tried to extract the mod wrong.

Your other option is to use the mirror link.
 
Im having Trouble finding the Emblem for Knuckles in Deep Sea act 1 2.0, The Emblem doesn't show up in the Hidden Area where it's supposed to

Player 1 start isn't centered in the Museum

There's missing textures / HOMs here, and the upper textures don't match the other teleport's upper textures

As a reminder, emblems don't show up at all in multiplayer.

Is SL_Amagmal.wad required for the mod to work? I'm assuming the BonusMusic_DLC.wad is the Christmas Demo music and I read that pastchar.zip contains tweaked versions of the unlockable skins, so I gather those are entirely optional. But I don't really understand the purpose of that other wad.

No. Amagmal is just an extra level. It was the original concept for History Clash and I figured people might be curious about it.
