[Open Assets] Jevil from DELTARUNE - v2

Joining the other characters into Kart comes Jevil, the court jester from DELTARUNE!

His stats include 8 in speed, and 4 in weight, making him as fast as Sonic, and weigh as much as Shadow.

And just a quick "note," the black parts of him + his outfit is colored dark blue generally so it "blends" better with his colors.

As noticed by Demnyx in the Kart Krew Discord, and though according to him it was a minor nitpick he had, Jevil's tires didn't move when he drives, which I guess is a good indicator of how unprofessional I am.
Anyway, with v1.5, that issue is fixed.
