I don't believe it's intentional, just seems to be an accidental side-effect of the lowered speed. Lemme see what I can do...
EDIT: Okay no, it doesn't seemed to be linked to the speed drop.

Okay, turns out: yes this is intentional, Alfredo just forgot to tell me lmao
It's so Tailspin has more of a use, instead of mainly just being "the move that just activates Wheel Burst" and very little else at the end of the day.
You can still combo WB into TS by cancelling a roll-hop with Flamethrower, so if you're quick this shouldn't affect strategies too much.

I found two issues that somewhat relate to Flare's Chaos Narlare form that started happening since the 2.2.14 update.

1) In the case that you have all 7 chaos emeralds and have 50 or more rings, you can't use your flamethrower mid air (you can however start the flamethrower on the ground and then jump). This is only an issue if you haven't transformed yet as it does work after going super.

2) If you're in your super form and decide to use your flamethrower and walk forwards then some sprites go missing for some reason. More specifically the walk cycles and the idle animation (maybe some other sprites also go missing, idk).

But in all seriousness, if you miss Flare just downgrade to 2.2.13 for the time being.
 
Flare works again from what I've played! Hooray! Though might wanna look into other super form button options and that MobjMoveBlocked warning popup that shows up since it will be depricated soon. (Might be related to the fireballs?)
