[Open Assets] Proper Peppino Not Definable (Build 1)

Yo, it's been a while, but I'm ready to start working on this mod again!

Since I don't know how many versions exactly it'll take to have a "complete" build, I'm starting a series of updates called Not Definable until the completed version 1 is finished!

Anyway, this is just a big QoL Update
TL;DR - Lag optimization, new option, some new hud faces, interlopation fix, buzzers are fixed, and the ramp animation
