-Fixed a small error causing punch bumper no longer work

Curse attack now affect rocket sneakers
Sneakers became a little bit stronger with long boost
The duration of curse attacks is now affected by the lap count
The amount of items given by item recollect is now affected by the lap count
RNG is a bit altered, giving a bit more offencive powerups at close range
Growing seed charge has been nerfed

Punch bumper and curse attack didn't have their timer extended on next lap, this is now fixed

Small update that are just bugfixes for a few things i forgot.

- Fixed pl_button only working for one race.
- Fixed and added some missing effects and sfx.
