Name says it`s portal ring... but its not. Anyway just Press Fire(ring toss) or something to spawn it and jump in it to make it shrink and do your action. Yes very easy. (You can make Sonic The Movie in SRB2 now lol)

Extem the Hedgeho
It's a pretty good mod and has a lot of potential, but it took me a while to realize that you had to make the action for the ring yourself by editing the Lua code. If you could specify this (and the variables/commands the mod uses), it would be a bit easier to know how the mod works.
