GlobalBanks: Custom Local Save File Function Library v1

Now that v2.2.12 has added the ability to save with mods, this has become more useful outside of level packs as it can now be used freely without needing a custom gamedata to write info. That said, currently slots 0, 1, 2, and 15 are reserved.
