[Character] Tails Doll

Dr. Eggman decided to restore one of his previous robots, Tails Doll to compete with Sonic and his friends in the Kart Racing Tournament.

Tails Doll comes with average acceleration, average speed and good steering. Due to it merely being a stuffed animal however, it is lightweight.

Welcome to releases! as an aside, I figured he'd be silent, and I was right, but out of curiosity, I checked to see if he had a gloat sound effect and was surprised to find that he actually did! People tend to forget how important a gloat sound can be, even when a character is supposed to lack a voice, so good on ya!
