It's Kid Chaos! Hailing from the Commodore Amiga game of the same name, this Sonic clone returns years later to do some more damage behind the wheel before returning to his homeword once more.
He has a speed of 7 and a weight of 9, giving similar mobility to other fast heavyweights Metal Sonic and Omega. I also had to use Wario's GBA voice because it was way to good to pass up (and strangely fitting for someone that looks like the residential school bully).
