LORE UPDATE: He is a glitch based Sonic character. The glitch is basically from Sonic 3 & Knuckles.
So, the glitch basically works like when you play as Sonic [from debug mode] in Sky Sanctuary's Knuckle's Path [which is a boss battle with mecha sonic] you complete it and then the end cutscene comes out where you will see blue knuckles [the glitch where Knuckles use Sonic's color palette]. After he is gone, wait until the Angel Island on the background is falling the re-enter debug mode and there you will see this guy:
