[Open Assets] WhaleMaps 4.0 Drawn to the Winter Times

Hello!
This update adds a new map and a song change.
New map:
Snowy World from Drawn to Life, this one was built for beginners in mind. Also features a downhill jump at the end!

Song Change:
Insomnniatic Heights encore song switched from Blood, Flesh, and Bone from Brutal Orchestra to The Other Escape from Brutal Orchestra. Thought it would be a better fit especially with the default song being Cool Jam ~Arashi no Saxophone 3~ (Arranged) from the King of Fighters '97.

This update adds one new map and encore stuff for all the maps!
New stuff:
Insomniatic Heights. A Pretty intricate map that will have you go over the streets below that you also raced on.
Encore palettes for all the maps (including the new one kinda), along with music for all except for electro radio (Abstract avenue ate it so it could have a random chance to play a different song rarely)
Changes:
Electro radio respawns got adjusted to prevent a specific softlock from happening
Abstract avenue's last hairpin turn now no longer has slope physics on the inside of the turn to prevent a softlock if you take it too tight and fall off before the next checkpoint.
Midnight Flannel had the anti exploit invisible walls raised so you wont get sent into a death pit if an SPB catches you on the slope.

Hello! This update brings a new map and some changes to Electro Radio to ease up gameplay on acrobasics and hopefully fix visibility issues. It also has some stuff added to it visually as well as a cut that wouldn't be out of the way to find (and easier to land)

I plan on making a few port maps in the future. Thus, its now reusable.
