Sumawu's All Star Kart Pack 3.1

The OC and All Star character packs now have LUA versions for compatibility with HugeQuest's Super Forms, giving the rosters unique super form colors and music!

Do note that that the LUA versions will only work fully when the HugeQuest or Master Emerald addon is loaded.

Changes:
-Two new characters, Honey Dragon and Zanzibar Mario, have been added to the pack.
-This character pack has also been renamed too Sumawu's All Star Character Pack.

Enjoy these new faces as they race down the track!

Basically the FIRST major update for the character pack, adding one new character and changing stuff for a bunch of the other characters.

Changes:
- Added Dewu.
- Fixed Foof's sprites. (his foot of the diagonal front sprites is fixed up)
- Updated Foup's sprites, making them asymmetrical.
(and making it into the design I intended him to look like)
- Changed a couple of Tango's voicelines so they're all from the same source.
- The main character pack and the characters individually have been stringlined together.
(The option for the 5 characters only was removed as it wasn't really necessary.)
