How about you try and make the mod yourself, as there is a wiki with stuff about that, as well as tutorials out there about spriting (this too), coding, and the really specific stuff!
I myself have gotten back into drawing, although it is very very slow, with long breaks in between.
I used to think doing art at all was impossible, and difficult. You really just gotta start, but once you do it, it gets easier over time! No one improves overnight! It's a craft to be learned!
Coding I'm a LONG ways from doing, since I kinda gave up in that stuff a while ago, but you could make sprites, gather a team of coders who are willing to help, and work on it together, yk? Collaborate, if you only wanna do sprites!
But requesting practically NEVER does anything, and I highly don't recommend it. It's also stated in the rules not to, though it's not my job to say that, and to mods, I apologize!
It doesn't help anyone. So please do try it yourself, I highly recommend it! Helps my mood to create artistically!
And if you wanna do the coding stuff yourself, or are struggling still, you could always ask on the Discord server! :]

Oh, I'd assume! If I struggled making COLORS of all things, as well as private music packs for SRB2P, I can't even IMAGINE what making a whole mod takes. ;-;

fun fact, mod making only is difficult depending on what you want to add, and if you're used to mod making, plus determination! As if you don't really wanna make the mod, you wouldn't really have the strength to finish the mod..

there's also hyper X Sonic support in the mrce addon aswell, a lot of people didn't actually notice this but there's a entire thing of support made for the mrce in X Sonic's code!
