That mod isn't out yet, nor has it been announced officially. In fact, after what Neo tried to do with X Tweaks. He wasn't able to release it because it takes the dev's vision of X Sonic.
This might affect Unleashed X Sonic since it's obvious how it modifies to have lots of features and additional content. Also, I highly recommend reading the rules before asking anything on this forum, as well as learning about leaks and edits.
