Spinout Hotfix

Just a quick hotfix regarding the 11 weight spinout softlock issue.

• Lua rewrite, done mostly by FrivolousAqua with some minor help/tweaks from myself. Addresses the ring sting underflow issue from characters above 10 weight, while also adding support for the skin's stats with Heavy Magician!

Patch notes for v3:
- Added Toadette to the roster (Class A - 3 Speed, 1 Weight)
- A "No Overstat" version is now available for those looking for a version that's more strictly vanilla. Lucidiva instead simply runs the stats given on the chart: 9 Speed, 9 Weight.

• Added Mienshao, and Meemee to the pack!
• Separated the downloads further; There is now and OC pack, a non-OC pack and the non-overstatted OC pack available. The OC pack includes the follower as well, so keep that in mind!

I'm just... Impressed at the fact that you buffed MeeMee for Ring Racers.
In SRB2Kart MeeMee had a speed stat of 5 and a weight stat of 4 making her more of an all-rounder while slower than AiAi who has a 7 in speed and a 6 in weight. This mod however gives her a speed stat of 6 and a weight stat of 5 allowing her to be bumped a little less while going a bit faster than in SRB2kart. Sure other modded super monkey ball characters for Ring Racers are faster (Unless Baby gets added in with the same stats as the ones he had in SRB2Kart) but I'm not going to dock points off the mod for that. That would just be petty.
