[CHARACTER] TankMen mod from the TankMen series - Both Steve and Captain are now playable characters!

I am working on making a pack but I thought two would be underwhelming so I left them separate.

I think this got moved to the wrong forum, this is lumped in with characters for regular srb2 instead of kart!

Fixed some visual errors

-Grunts turning sprites should be fixed.
-Whitty having misplaced pixels are fixed
- Changed some volume sounds for some characters.
