Not really. I could beat anyone who used Sonic with Tails. It just takes a fine amount of concentration using his flying.

In Sonic 3? The only time I ever won with Tails in Sonic 3 was when I somehow discovered that bug in the carnival level that puts you above the ceiling for an easy win. It was patched up for Sonic 3 & Knuckles, though.

You have to learn how to fly properly to win in competition mode in S3&K. Like in Azure Lake, flying above the ramp and landing just behind the lake gives you more time than you can get with Sonic if done right.

Tails' flying also makes him pwn in Chrome Gadget.

I never had anyone to play against, I'm afraid, so I would just keep track of which way the trap is facing in Chrome Gadget and properly time my jump over the weird pit thing and off of that platform that you stand on to go down... Properly timed jumping can get you easily through everywhere Tails flying can, honestly.
