Uh, as a sidenote, what does Sonic CD Mode do in Dumb Options?
It basically turns the flickies into flowers, it was actually a command I ported over from 2.1.

For some reason I thought it was a command that made the water be wavy like in Software (unrelated name aside...)

You could change the addon autoload key to something else or even have the player be able to change it because, for some reason, Right-Shift also applies to Left-Shift, thus making some symbols impossible to write (E.G: _ or &)

Whenever I use the quit game button on the main menu, it freezes (and doesn't close)
Thanks for letting me know about this, I already have the issue fixed on 4.0's end, but until it releases, I'd say just quit the game by using the 'quit' command.

How do I turn off seasonal events? Even though Easter is disabled in Settings, I keep finding Easter Eggs in maps and a counter in the HUD; the menu is also really hard to navigate, like I don't know what any of these mean
The Easter stuff can be turned off under the 'Dumb Options' menu down there, on the events tab.
And with the April Fools text, at the moment, the deal is that you can't really turn that text off.
If you want though, I can upload a version of the build with all the funny text disabled.

That's the thing. I have them set to disabled, yet they still appear

Alright, here's a version of TSoURDt3rd without the April Fools text and all. I believe the Easter stuff has been fixed in this version too.
You'll also need this pk3 right here too, as well as all the DLLs from the 4.0 beta.

Is the Software Lighting option new? I already noticed some bugs you maybe noticed as well (Objects glow through walls)

This is really disrespectful.
I also wouldn't say something like that over a mod which is outdated and still with the latest version in beta, seeing as how all of that means it's a work in progress.

Is there gonna be a way to scroll up/down in the console? (Due to how many variables this build adds, I can't see any other custom variable on top of the list)
You can already do that, just use the 'Page Up' or 'Page Down' keys.
Oh, and to answer your question from earlier, yeah the Software Lighting menu is new, but it doesn't do anything so don't worry about it too much.

By the way, just a fair warning for everyone when 4.0 comes out within the next month, I'm trying to rename all the commands to make then easier to find, so you'll have to set the settings you want again once it comes out.
