Waffle's (Fan) Kids of the Future Character Pack (Kart Edition) 2.5

Changes Tangie's stats to Weight 3, Speed 2 for more character class variation, and because I always imagined her as a "fly" type rather than "speed".

Made several changes to both characters' portraits/ranking portraits.

-adds the circular bolts on Tangie's shoes from her concept art into her sprites.
-fixes a mistake with one of Alex's sprites.
-changes the character names to use their full names now.

Fixed the color of Tangie's outline.

Changed some of Tangie's colors and also changed her default palette.

Added Alex to turn this into a pack! Changed the pack name to Waffle's (Fan) Kids of the Future Character pack.

Quick update replacing one of the voice clips since I mistook the "slow" clip for being slowed down when it's really for passing. Oopsie
