[Open Assets] StopSpam(works for SRB2 & SRB2K) v1.0.2

somehow, the mod wasn't working in non-kart due to simply checking for MODID with an if/elseif statement, so I had to split the addon into a kart and non-kart version

This mod will now also work in regular SRB2. In regular SRB2, however, it'll kick people instead of banning people, seeing as how its infamous "chatbug" would cause innocent people to be banned if this mod banned people.
