[Open Assets] Len (Tsukihime) Ring Racers Update 3.0

Hey everyone, new update mainly courtesy of my friend @swknplus!
In this update you can find a new signpost design, a new icon design, and an alternate version that allows you to change Len's hair color, rather than her outfit. I hope you all enjoy!

Updated all sprites to use the Ring Racer Kart design rather than SRB2K's design.
