[Open Assets] Hug Support for Vanilla Chars Beta-V1.3

Changes/Additions
- Tails now moves his tails while hugging, instead of being stationary.
- Fixed issues related to spectator console errors.

After a long while, fang now has the ability to hug other players.

The sprite was done about 4 months ago. Reason for not releasing once it was done was due to the upcoming character resprites. As for now, we finally agreed to release the update and kept it as beta until we make newer sprite for the upcoming new ones.
