I've played around with it a bit. Lots of people are saying they are disappointed, but honestly I'm pretty happy with it. I do have some nitpicks, such as there being split modes (Anniversary and Classic) instead of just toggle options for widescreen and lives. However, for the most part the collection is exactly what I expected it to be and more. I find the rates of gaining coins and the prices in the museum to be very fair, and while a lot of people are saying they don't like the new versions of the prototype tracks in Sonic 3, I think they sound fine. I do still overall feel as though the collection is a bit on the expensive side for what it's offering, so anyone who's not bought it yet should probably wait for a sale. Other than that though, this is a really neat collection with lots of really cool features.
I will say this much though, S3AIR in my opinion is still the better way to play Sonic 3&K, and the recent delistings making it much harder to install it legally still puts a really bad taste in my mouth. My inner games preservationist is also still rather unhappy about the legacy versions of these games no longer being available to obtain legally on PC.
