OK, here it is, the level I was talking about in Editing,Seaside castle Zone.
(formerly Castle beach zone.) It is for match game type and is a quite a small map, and the weapon tile pickups are located close together.

...and whats the *seaside* part of this level?

The *seaside* part of this level is just outside the castle.

...and why do they bathe the areas below it in a bright glow?

OK, I fixed that, the bookcases have shadows now.

...and why can you go through the undersides of them?

So that you can get to the top of them.

...why are those bookcases high above the ground in that screenshot?

Because I put them there.
 
The *seaside* part of this level is just outside the castle.
But the outside is full of annoying holes while the inside has a ton of Rings and occupies most of the space.

So that you can get to the top of them.
Or you could've used a more logical and cleaner-looking technique, like going over them.

Because I put them there.
I'm assuming that a solid block of water in this level also makes sense and is perfectly fine "because you put it there"?
