Question about [Open assets] mods

I really dont know how open asset mods work
They are question for like,porting 2.1 open assets mods

Here are my questions

1-Do i need to get permission like you need to ask for non-open assets mods?
2-If the creator wasnt online in time and the answer for the first question is yes,is there any way that you can port without the creator's permission ???

Not sure about Question 1, but for Q2, that's a no, I believe. You cannot port a mod without the creators permission.
thinking about it, pretty sure Open Assets mods have a thing at the top of the first post saying what you're allowed to do with it.
