SRB2's credits lists the official mascot as "Mr. Encyclopedia". Who is that, and why's it the mascot?

If I understand (I may be wrong) Mr.E is the current Mascot....And Spazzo too...but its a different story with Sonikku?

Mr. E was also the name I was going to use for that one special stage I made the logo for.
