Moon Facility Metal Sonic Mod

Ok so I'm unsure if this is the correct area to post this, but I need a lot of help. This is my first time modding and I'm working on a mod that adds metal sonic from the moon facility and I want his jump special to work in the same way, but I have no idea how to do that. Any and all help will be greatly apricated thx
