Snooping around in the sound test and i noticed this sfx I've yet to encounter in game. I've seen just about everything in the game (i think?) and it doesn't sound like any other final lap cue i've heard before. What part of the game is this used? Addon maybe?

It sounds like a remix of Mario Kart: Double Dash's final lap theme. The devs might have planned to use it for a hypothetical Mario Mode for Ring Racers.

More likely to be meant for a Mario Kart-styled map.
I think it's safe to say Kart is the modern Mario Mode.
