Misplaced Eggman Monitor?

In the exit sector of Egg Rock Zone Act 1 there is an unreachable Item Monitor. I examined the sector in the SRB2 Doom Builder & found out it was an Eggman Monitor. Is this supposed to be here or was it an accident?

As far as I know, ERZ1 was cut short due to lack of ideas, and is planned to be extended in the future. So the level doesn't actually end there, and the Eggman Monitor is there for a reason. That, or the sector from the other side of the room was just copypasted and flipped.

I thought the level felt unfinished.
