It would actually be possible (in the context of the Doom engine) for the player to play SRB2 on the TV (inside of SRB2).

Someone recently did this for a Doom mod.
 
It has been a very long time since I posted anything here, so here is a short footage of my new level, Sonic Dies With A Window Shown In Front Of The Screen Zone act 1.
 
Nope, still doesn't work; my mom asked me to close the window this morning because it was cold but I couldn't find the X button so I tried to shrink the window instead but it did this:
