This is a cheat variable and will mark your game as modified.

There are no panels in the base game, so you'll only be able to launch red rings. Though you can use objectplace to spawn some.

It's a cheat, so you need to enable development mode with "devmode 1" first.

It's been a while since I've played but if I remember correctly you can also enable it via Pandora's Box when you've collected enough emblems. No console commands needed.
