Neither the TEXTURE1 lump nor the PNAMES lump have any bounds to them (at least, none we're bound to hit), so the sky's likely the limit. Just don't mess up the TEXTURE1 lump, or else, well, you're screwed.
IIRC, it automatically appends textures onto TEXTURE1 for you. Just add the textures there and they should be available for use, without messing up TEXTURE1 at all.
Also, GCFreak... no. Just no. Adding new textures may be a hassle but it's far better than messing up every other map by replacing official textures.
