I know that you can use a URL but is there a way that you can add a picture from your computer hard drive instead?

HOWEVER Image hosting sites aren't allowed for submission screenshots.
Instead you can send the screenshot as an attachment, open the URL of the attachment, and use the URL of the image in an IMG tag.
EDIT: Additionally, you can click on the text of the attachment in the attachment menu to open it, no need to edit the post first.
