how do i recreate the ssntails artstyle for srb2?

ive been intrigued by the srb2 1.09.4 manuals folder with ssntails' art in it, ive been wanting to recreate the said artstyle

so ive came here asking, what would be the most appropriate programs to make said artstyle

Any art program should do.
Just make sure you do the spikes and shading right.

the hard part is getting it to look smooth, its near impossible

You might also need the correct palette if you wanna do an accurate representation of the art style, I assume that SSNTails' art use the Doom palette but correct me if I'm wrong on that.
