He doesnt have infinite boost thats just what rush mode does

When you're super, you have unlimited boost until you run out of rings, otherwise, there is just rush mode.

I think I need to edit the lua for Modern Sonic to get infinite boost. Although, I can't find which line to edit.

I believe you saw one of Grindersky's vids? Well, it's either she edited the lua of Modern, or she just fiddled in the TAS settings, or that's what I think.
