Its an old mod of Sonic robo blast 2 that puts mecha sonic in the game, unfortunately i dont think you can download it anymore, the link that i found does not work but its still cool
(I am new here, i dont know how the tags work sorry)

That Mecha Sonic looks very simple.

And yeah, as above said there's already one for the 2.2

The sprites are unfinished. That’s it. It’s getting a resprite pretty soon and the gameplay is what you’re looking for. The exact one your looking for is probably an older version of the mod
