SRB2Kart v2.0 hasn't been released yet. The single-player portion of the current version of SRB2 Kart (v1.1) is limited to Time Attack only.
SRB2Kart's release page has an "An important note" box, which states "This game has absolutely no single player content outside of time attack. There are no CPU players. To get the full experience, you have to rely on either splitscreen or online multiplayer. [...]".
